WateReuse member Los Angeles Department of Public Works broke ground on the first of nine stormwater capture projects at parks in the east San Fernando Valley as part of its Safe, Clean Water Program – an initiative which invites communities to help design and implement local infrastructure improvements, prioritizing nature-based approaches. All nine projects are anticipated to save 950 million gallons of water annually to replenish the San Fernando Groundwater Basin. “These investments in stormwater capture don’t only improve our local water supply, they help reduce runoff into the ocean, lessen our dependence on imported water and enhance Los Angeles’ overall resilience,” said Los Angeles Mayor Karen Bass in her remarks at the ceremony. The first project is sited at the David M. Gonzalez Recreation Center, where a 2.6-acre subsurface infiltration gallery will collect stormwater from two storm pipes, filtering about 146 million gallons annually.

Last month, WateReuse member Carpinteria Sanitary District broke ground on the Carpinteria Advanced Purification Project – a 1-million-gallon-per-day groundwater replenishment project expected to be completed in 2029. Representatives from California’s State Water Resources Control Board joined other project partners at the ceremony. State Water Board member Sean Maguire emphasized the importance of the Board’s funding assistance to bring projects to life: “In California, reusing wastewater is key to improving water security and also helps the environment by reducing discharges to the ocean, but it can be expensive,” he said. “Having distributed over $2 billion for water reuse projects since 2019, state assistance is helping keep projects like these within reach, especially for smaller cities like Carpinteria.” The State Water Resources Control Board provided $44 million for the project through a low-interest loan via the Clean Water State Revolving Fund and a grant from the Recycling General Fund. Last week, Wastewater Digest highlighted WateReuse member Yucaipa Valley Water District’s progress in eliminating 95% of seasonal nitrification upsets with a nanobubble pretreatment solution from Moleaer. The technology was implemented at the Henry N. Wochholz Regional Water Recycling Facility – a 4 million gallon per day facility which had previously experienced shutdowns due to surfactants and other inhibitory compounds disrupting nitrifying bacteria. The technology has reduced operational downtime caused by ammonia upsets, improved cold-weather nitrification performance, reduced blower energy use, and increased effective treatment capacity. “Since implementing nanobubble pretreatment, the process has been far more stable,” said Charles Thomas, operations manager and chief plant operator for Yucaipa Valley Water District.

Since the 1940s when Baltimore began diverting millions of gallons of recycled water to the Bethlehem Steel plant to be reused for steel production, water reuse has helped the Mid-Atlantic region’s communities meet their freshwater needs.
